Our Toto toilet stopped filling recently, and I got the impression from searching online that I had to replace the fill valve because it was not repairable. But I learned that to fix it, just shut off the water to the toilet, flush it to release any water in the tank, disconnect the water inlet hose, remove the plastic nut (below the tank) holding the valve in the reservoir, take out the valve, and then look inside the open end. You will see an X-shaped, plastic piece inside. With long nosed pliers, reach in, grip the plastic piece, and gently maneuver it out. It is a screen and probably plugged with sediment or other debris. Clean it, reassemble, and you are good to go. Well this is a timely post I just bought a Fluidmaster flush valve to replace the one in my Toto that fills VERY slowly and has a slight trickle of a leak when closed--all recent problems. I like the design of the valve in the Toto better than the Fluidmaster (float attached to a lever rather than a slide). Can't hurt to attempt your fix before I toss it in the trash.
